Open the file and edit the header line from

1 CHAR ANSEL
to
1 CHAR ANSI

Then use PSPAD (or other plain text editor) as follows:

1. Select All the text (either press CTRL-A or use the Edit/Select All menu option).
2. From the menu select Edit/Special Conversion/Add Accent Marks.
3. Save the file.
