In the Microsoft OneDrive section in this page of the KB
Synchronising Family Historian between 2 PCs
It says
On Windows 8 the OneDrive folder and files default to being Files On Demand in the cloud storage. It is advisable to make them Always available files so they exist both on your PC and in the OneDrive cloud. This latter mode is the default for Windows 10 and Windows 7 and Windows Vista. Then Family Historian can still operate with the Project files even without an Internet connection.

In a recent thread in the io group https://groups.io/g/family-historian/to ... /106672019 Mike mentioned that the OneDrive ‘Files on Demand’ option is enabled by default, presumably meaning in recent versions(s) of Windows. If that is so, the above paragraph needs updating (not least because nobody uses Vista any more!) to reflect the fact that in Win 11 (and Win 10?) the default is now Files on Demand.
