I have quite a few pictures ('other picture' type) that I would like to include in my tree, but with each picture associated and displayed with a fact eg:
Residence 1
pic 1, pic 2
Residence 2
pic 1, pic 2
Education 1
pic 1, pic 2
Is this possible with the current version?

Yes, but you did not explain where you want them displayed. The feature has been available since FH V4.
There is a video tutorial at how_to:v4:adding_multimedia_to_a_fact|> Adding Multimedia to a Fact but it does not quite match the features in FH V6.
You have to click the Show Media button on the Facts tab to reach the Add Media for Fact... button.
Also, the Report > Options > Pictures tab now has a Picture Type for Other which as it says below can include Facts or Places.
So assuming that Residence 1 and Residence 2 places appear against other people it may be better to add the pictures once to the Place record rather than repeatedly against each Fact.

Apologies for not making myself clearer.
I happily attach pictures to facts, but when I produce eg an individual summary, all 'other picture type' pictures are displayed together, and are not grouped under the relevant fact.
Is it possible to do this?

No, as you say, all the Other pictures are grouped together.
The only way to associate them with a particular Fact would be to add a suitable caption.
