I was going to import a small RM with only about 10 individuals, use the plugin to create what would be small RM Import collection. My thought was with a limited number of records, it would be easier to manage.

Looks like the main value of the Header record to me (other than whatever CP is doing with it behind the scenes) is that by having it show up as a linked record, it provides a quick visual "flag" to identify media attached to citation when it was not intended to be.
