I've just done a hard drive reformat and then a clean install of the new version of windows (Ultimate Edition)- so a nice clean pc to work on. This may help - if only to isolate it isn't the problem. Open up your gedcom file in a text editor and look for one of the line entries relating to a photo - it will show you the /exact/ directory path. Check that against the actual directory path in explorer of where the photos are actually stored....
