My logic would be that general plugin settings are saved in the system plugin data folder, so we are only talking about project-specific settings. That's correct. The OEM licence is tied to the motherboard. The more expensive retail licence does not have that restriction.

That's what the KB page is for Trevor. I'm not sure such a short and simple plugin is worth adding to the store, but the KB gives the code for doing it yourself. Step by step instructions are in this thread a few posts back for users unfamiliar with the FH plugin editor.
