I believe it could be done with code. The program could find all the instances of the citation and make the change automatically in the underlying gedcom. Yes I think this probably explains it. If you delete family 215 all should be OK.

If you view these two families under the Families tab on the Records Window do they show an identical modified time? I tend to agree. People seem to happily run plugins that make all sorts of changes to their data. A plugin that changes an updated date seems a very minor concern in comparison!
